In recent seasons, the elk were still bugling through 1st season. 4th season bulls tags are by draw but close to 100% of hunters draw without preference points. 2nd and 3rd season are over-the-counter purchased tags., Either way, the current system, I think, is designed to reduce the number of people just collecting preference points by making it more expensive, while still keeping the CPW funding in place (fewer people applying, but those fewer people spending more money).
