Miller bluestar 2e specs

I have a miller bluestar 2e. It has ac power at the plugs and it will weld on the power mode, but it does not idle up. When it is switched to weld mode I get a tiny arc, not enough to stick the rod, but when it is manually idled up it will weld. The idle up solenoid is new and works. Wiring is all correct. I am stumped.Any help would be appreciated.

AC voltage at SR2 AC input terminals should be 167VAC (+/-10%) in WELD/POWER modes at weld/power speeds respectively.
